Job Summary

Join the Office of Rural Health and Primary Care (ORHPC) as a Rural Health Transformation Program Administrator and drive impactful public health initiatives for rural communities. This position administers Rural Health Transformation Program initiatives, with a focus on convening statewide learning communities and other opportunities for stakeholders to learn from each other. The Rural Health Transformation Program Administrator works to ensure that projects effectively contribute to the goal of transforming health care delivery in Minnesota. This role advances the MDH vision for health equity, where all communities are thriving and all people have what they need to be healthy.

Key Responsibilities:
  • Leading and coordinating Rural Health Transformation Program initiatives.
  • Engaging diverse partners to inform, evaluate, and improve Rural Health Transformation Program initiatives.
  • Connecting with colleagues and coordinating Rural Health Transformation Program work across MDH.
  • Managing Rural Health Transformation Program grants.
  • Optimizing program effectiveness through collaboration, planning, and careful implementation.
  • Tracking program outcomes and budgets and ensuring compliance with funding regulations.

This posting will be used to fill two (2) vacancies.

This position is currently eligible for up to 50% hybrid telework for applicants residing in Minnesota or a bordering state within 50 miles of the work location. Telework of 50% or more may be allowed based on position needs and location. Position locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Mankato, Marshall, Bemidji, Fergus Falls.

Qualifications

Minimum Qualifications

Three (3) years of experience in a public health or similar program engaging external partners and managing budgets.

Minimum Qualifications to be assessed at interview:
  • Ability to successfully manage multiple projects and timelines.
  • Experience and skill in engaging diverse partners, establishing effective working relationships, and building consensus.
  • Excellent spoken and written communication skills sufficient to present complex information to varied audiences.
  • Experience managing grants to organizations.
  • Creativity in solving problems and ability to adapt to changing circumstances.
  • Computer skills, including proficiency with Microsoft Word, PowerPoint, and Excel.
  • Understanding of health equity and how to address systemic inequities through policy, programs, and funding.
  • Knowledge of public health issues and health care delivery in rural Minnesota.

Degree Equivalencies:

A degree in Public Health, Public Policy, Health Care Administration, or a related field may count toward experience as follows:
  • Doctorate = 24 months
  • Master's = 18 months
  • Bachelor's = 12 months
  • Associate = 6 months
Preferred Qualifications
  • Quantitative and qualitative analysis skills sufficient to evaluate programs and studies and conduct research.
  • Knowledge of federal grant policies and grant management requirements for the State of Minnesota.
  • Ability to mobilize action to achieve organizational goals and to coach and advise other program staff.
  • Experience analyzing, developing, and recommending public policy.
  • Master's degree in Public Health, Public Administration, Public Policy, or a related field.
Additional Requirements

Successful completion of a criminal background check and employment reference checks.

This employment does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
