Job Description

Overview You will serve as a WELDING ENGINEER in the WELDING ENGINEERING DIVISION (138), QUALITY ASSURANCE DEPARTMENT (130) of PEARL HARBOR NSY AND IMF. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption. Duties You will direct or conduct investigations to determine facts, causes, and corrective or preventive actions to significant issues. You will develop and implement Shipyard procedures and technical requirements to comply with welding, quality, material, overhaul and other technical standards that govern welding on ships. You will facilitate debriefings, develop preventive measures to minimize recurrence of problems in future work evolutions. You will review and prepare welding specifications in technical work documents and investigate problems. You will establish and evaluate viable course of actions and perform risk assessments with mitigating strategies with respect to safety and reliability of ship systems and structure, process or propulsion systems. You will administer a qualification program to mechanics and equipment in metal joining and fabrication. You will evaluate and improve fabrication methods or work processes that are associated with metal joining and allied processes using engineering designs, standards, codes, techniques, practices and technology. Requirements Conditions of employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Within the Department of Defense, the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to 5 U.S.C. 3326. Males born after 12-31-59 must be registered for Selective Service. This is a bargaining unit position. You will be required to successfully complete a pre-appointment physical examination. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to wear personal protective equipment continuously for the duration of the work shift. Work is performed in areas with potentially harmful physical and chemical agents. You will be required to participate in medical surveillance programs. This position may require travel to CONUS and OCONUS and remote sites; you must be able to travel on military and commercial aircraft for extended periods. This is a Mission Essential position. You will ensure organization or facility continuity of operations and/or completion of tasks essential to the mission. This position is subject to an uncommon tour, including nights, weekends, and holidays. Overtime or night differential pay may be required. This position may require work onboard ships. This is an obligated position. The former incumbent has return rights under PL 86-585. Qualifications GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to GS-11 or pay band in the Federal service or equivalent experience as a professional ENGINEER applying welding concepts, techniques, and practices to provide technical oversight on investigations, evaluations, or the development of technical procedures for non-nuclear or nuclear welding work to implement changes on work processes and ensure quality standards are met. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to GS-09 or pay band with professional ENGINEER responsibilities applying welding techniques, procedures, and quality assurance standards to participate in investigations, evaluations, or development of technical procedures for non-nuclear or nuclear welding work to recommend solutions to improve work processes. Education Applicants must meet the basic education requirements set by OPM. Options include: Professional engineering degree with ABET-accredited program or equivalent coursework as described in the vacancy. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE). FE examination or equivalent for professional registration. Other educational pathways may apply as described, including combinations of education and experience. In addition, for GS-11: Education may be substituted as described in the announcement.
